ME&A is seeking an experienced M&E Specialist for the anticipated USAID/Colombia Monitoring, Evaluation, and Learning (MEL) Activity II. The purpose of this Activity is to provide USAID/Colombia with technical and advisory MEL services for USAID/Colombia projects and activities. This includes monitoring support services; evaluations, studies, assessments; GIS mapping and analysis; and collaborating, learning, and adapting (CLA) activities. These services are needed by USAID to create, facilitate, and strengthen informed program management decisions, shape the long-term strategic direction of the Mission's programs, and comply with ADS 201 and USAID's Evaluation Policy.
This position is full-time contingent upon a contract award and subject to change and based in Colombia.
Responsibilities:
The M&E Specialist will provide the overall technical direction to ME&A's team on monitoring methodology and data analysis. S/he will support the COP in the completion of the analytical tasks in the scope of work. The M&E Specialist will also engage in M&E and research projects through, developing timelines, developing research instruments, coordinating outreach/activities collecting data, analyzing data, writing reports, and preparing and facilitating presentations/workshops. The ideal candidate will be a dynamic individual who will bring experience coordinating with government entities, partner organizations, and program stakeholders, and the ability to work effectively and respectfully with individuals from diverse backgrounds.
Qualifications:
Education + Experience Requirements
- At least six (6) years of progressively responsible experience related to M&E and a bachelor's degree in international affairs, social science, statistics, or another related field.
OR
- At least four (4) years of progressively responsible experience related to M&E and a master's degree in international affairs, social science, statistics, or another related field.
Other Required Experience
- At least four (4) years of experience collecting and analyzing quantitative and qualitative data collection in an overseas environment.
- Demonstrated capacity to assemble and write an analytical product based on qualitative and quantitative data.
- At least four (4) years of experience providing technical support to M&E support projects.
- Experience designing and/or facilitating staff M&E training and/or supporting M&E capacity-building initiatives in a humanitarian, development, or transition context.
- Ability to conduct quantitative and qualitative field research using document review, direct observation, focus groups, key informant interviews, and small- and large-scale surveys.
- Fluency in English and Spanish and strong oral and written communication skills.
- Proven ability to manage a team to ensure timely and quality submission of project deliverables.
Desired Experience
- Experience working on programs implemented in Colombia.
- Demonstrated experience with gender and social inclusion or experience in protection programming, including gender-based violence.
- Experience with USAID programming.
