About the consultancy service

Workplace misconduct and abuse can have devastating consequences, including loss of employee morale and trust, financial losses, and reputational damage.

Establishing robust frameworks comprising appropriate systems and structures is essential to protecting organizational integrity, maintaining stakeholder trust, and ensuring accountability.

The Alliance maintains a zero-tolerance policy toward workplace ethical misconduct and abuse.

It is therefore critical that the organization has adequate capabilities to respond effectively when such incidents occur.

Investing in and building investigative capacity within the organization is essential to uphold accountability across Alliance operations.

2.

Objectives

The Alliance is seeking a consultant (individual or firm) to design a three-day investigations training targeted at internal staff.

This may include:

  • Developing the capacity of training attendees to conduct fair, thorough, and confidential investigations into workplace ethical misconduct.

  • Increasing their understanding of what constitutes harm and abuse, and what amounts to a breach of our Code of Conduct.

  • Providing training attendees with practical skills and tools to manage allegations of bullying, harassment, and sexual exploitation and abuse in workplace context.

  • Ensuring training attendees are knowledgeable about key provisions of the Alliance Investigation Procedures.

The training will be held in Cali, Colombia.

Key Responsibilities

The consultant will be responsible for the following tasks:

  • Schedule calls with the Senior Ethics Officer in advance of the training design to consult on the organizational context, internal investigation procedures, and related policies.

  • Develop a comprehensive training plan / agenda, including relevant topics, sessions, methodology, content, activities, and resources/equipment, to effectively address the training objectives.

  • Design and share training materials, including all presentations, case studies with real-life examples, and handouts.

  • Deliver training sessions, moderate group activities, lead discussions, and facilitate case-study exercises that promote practical understanding and application of Alliance Investigation Procedures.

  • Provide a post-training evaluation summarizing key points and recommendations.

Education, experience, and skills

The consultant should possess the following qualifications and experience:

  • Proven expertise in workplace investigations within international development or the humanitarian sector.

  • Experience and expertise in designing and delivering bespoke workplace investigations training tailored to organizational requirements, considering internal policies and ways of working.

  • Ability to integrate ethical culture and behavioral change approaches when delivering training.

  • Excellent communication skills, with the ability to engage diverse audiences, effectively.

  • Excellent verbal and written communication skills in English and Spanish (oral and written)

Duration of the consultancy period

The workshop will be held in Cali from 26-28 November 2025.

The consultant is expected to arrive at least one day in advance in Cali for the workshop preparation.

Activities

Develop a comprehensive training plan
(incl.

relevant topics, sessions, methodology, content, activities, and resources/equipment) (

By 31th October)

Design training materials including all presentations, case studies with real-life examples, and handouts (By 14th November)

Deliver training sessions, moderate group activities, lead discussions, and facilitate case-study exercises November)

Provide a post-training evaluation summarizing key points and recommendations.
