The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence.

We take action in response to emergencies and, at the same time, promote respect for international humanitarian law.

We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949.

We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence.

We direct and coordinate the international activities conducted in these situations.

Context
Violence against health care is a global problem and a reality in Americas region.

It has a negative impact on access to and quality of health care, particularly for the most vulnerable populations, affected by conflict, armed violence, or other emergencies.

The Red Cross Movement has been committed to the protection and respect of health care since its foundation in 1863.

The ICRC-led Health Care in Danger (HCID) Movement initiative launched in 2011 to reduce the incidence of violence and attacks on health care, as well as to mitigate the impact of such violence and attacks in countries affected by armed conflict, situations of violence and other emergencies.

The ICRC and Movement activities to ensure the protection and respect for health care are ongoing across the Americas region, in various contexts and through the different partners/components, drawing on specific expertise and modalities, and implemented in an integrated and multidisciplinary manner.

Purpose
The Regional Advisor on Protection and Respect for Health Care (PRHC/HCID) is the focal point of the Movement (ICRC, IFRC, Norwegian Red Cross, Spanish Red Cross, German Red Cross, other PNSs and National Societies) for the Movement's response to violence against health care in the Americas.

He/she promotes that the ICRC's efforts to protect health care in the Americas benefit from the coordination of initiatives within the Movement and with other institutions/stakeholders.

He/she promotes the coherent and synergistic action of the Movement to protect health care, leading the PRHC/HCID Americas Technical Working Group (and its potential evolution) and the implementation of the Regional Guide for the PRHC/HCID of the Movement of the Americas, as well as collaborative work or mobilization such as with PAHO and other institutions/stakeholders.

He/she provides strategic and technical guidance, under the supervision of the ICRC Head of Regional Affairs Americas and Protection and Essential Services department in Geneva/ HCiD Global lead, in close coordination with Cooperation/Mouvement department.

Relationships

  • Internally: under the supervision of the Head of Regional Affairs Americas (Bogotá), and the Protection and Essential Services department/ ICRC HCiD global lead (Geneva) Americas, the RNN Americas and the ICRC Delegations in the Americas (multidisciplinary, e.g PRHC/HCID/HCID Focal Points, Coop, Prot, Health, FAS, IHL.WatHab etc.), in close coordination with Cooperation colleagues, cross-cutting units (eg.

    A&E, AAP, Evaluation office, etc.) and other métiers as required.

    Part of the Regional Resource Network Americas (Bogotá) participates to RRN coordination spaces and ensure synergies within the RRN, to and from the RRN.

  • Externally: it interacts with IFRC, National Societies, Norwegian Red Cross and other PNSs, as well as with PAHO and other relevant external actors in the region.

Main Duties And Responsabilities

  • Provides technical support/guidance/advice on PRHC/HCID, in response to requests from ICRC Delegations and Movement partners in the Americas.

  • Proactively shares relevant information about PRHC/HCID with ICRC Delegations and the Movement's partners in the Americas.

  • Supports ICRC Delegations and the Movement's partners in the Americas in representation and dialogue with national authorities.

  • Specifically, it advises on the annual planning process of the PRHC/HCID activities of ICRC Delegations (PfR) and other partners of the Movement if required.Promotes the exchange of information and mutual support on the technical aspects of PRHC/HCID among the actors of the Movement in the Americas.

    It creates and maintains a repository of technical guides and good practices.

  • Promotes and facilitates Cooperation actions (support for PRHC/HCID programmes) from ICRC, IFRC, PNSs to National Societies.

  • Promotes/facilitates the agreement on a system for sharing and consolidating coherent information among the actors of the Movement in the Americas, on events against health care and on response/prevention of them.

  • Follows up, through monitoring, supports evaluation and eventually leads the updating of the Strategic Guide and its Action Plan.

  • Represents the ICRC, and if agreed can represent the Movement, in the regional forums of the Americas, about PRHC/HCID.

  • Leads coordination and collaborative work of Movement with PAHO and other relevant PRHC/HCID actors at the regional level.

  • Supports ICRC Delegations and NSs in coordinating and working collaboratively with other relevant PRHC/HCID actors at the national level.

    Ensure that external contributions are transparently shared and used.

  • Ensures that resources are planned in optimal manner, that all support rules are followed, and possible external supports are properly channelled.

Scope and Impact

Certifications / Education Required

  • Advanced degree in an area relevant to Protection of Health Care (public health, international relations, political science, sociology).

  • Experience in research and publications.

  • Computer skills (competence in MS Office and other software); familiarity with digital communication tools.

  • Excellent written and oral level of English and Spanish required.

  • Knowledge of French is an asset.

Professional Experience Required

  • Minimum 8 years of general professional experience with the ICRC or other Movement partners (experience in health and/or protection is an important advantage).

  • Field experience with the ICRC, the Movement or humanitarian organizations.

  • Knowledge of the Health Care in Danger initiative.

  • Experience in project/program management.

  • Experience in leading multi-stakeholders thematic platforms / working groups / processes.

  • Experience in establishing and managing partnerships, influencing and external engagement.

  • Strong ability to work on multidisciplinary issues, with different contexts and people from different backgrounds, through multidimensional / multistakeholder process.

  • High senses of autonomy, initiative and accountability
