Programme Coordinator – Bogota, Colombia (National) role at ReliefWeb.

Location: Bogotá, Colombia.

Department: Operations.

Contract Type: Full-time (100%).

Contract duration: until May 31, 2026.

Duty Station: Bogotá, Colombia.

Duties And Responsibilities

  • Programme Implementation: Supervise and oversee the implementation of operational and strategic objectives in line with Geneva Call’s mission.

    Identify and propose clear engagement opportunities to the Country Director.

    Map and develop access strategies to engage with relevant armed actors directly or through local partners.

    Ensure programme activities are implemented effectively and achieve intended results.

    Ensure programme quality.

  • Monitoring and Evaluation: Coordinate with the MEAL & Liaison Coordinator to ensure that design, planning, monitoring, and evaluation of operations are coherent with programmatic guidelines and a results-based approach.

    Regularly review programme progress, identify challenges, and recommend corrective actions.

  • Budget and Compliance: Monitor programme expenditure to ensure alignment with approved budgets.

    Ensure compliance with Geneva Call’s internal standards, donor rules, and accountability frameworks.

  • External Coordination: Map and actively participate in relevant coordination mechanisms and protection networks as delegated by the Country Director.

    Represent Geneva Call at workshops, events, and forums related to engagement with armed actors and protection issues as delegated by the Country Director.

  • Management and Team Development: Develop and manage a team of project officers, fostering safe and efficient project delivery.

    Promote staff development, performance management, and a collaborative working environment.

Requirements

Education (Essential)

  • Minimum a bachelor’s degree.

    Graduate degree in international relations or another humanitarian field.

Experience (Essential)

  • At least 8 - 10 years of relevant experience in humanitarian organisations, particularly in conflict-affected settings and protection work.

  • Proven experience in project cycle management and team leadership.

  • Proven experience working with different donors and multilateral agencies.

Experience (Desirable)

  • Candidates with senior profiles (e.g., Heads of Programmes) are welcome to apply and, if qualified, will be considered for a more senior role.

Job-related Competencies

  • Strong project management and organisational development skills, with a proven record of delivering results.

  • Excellent facilitation, negotiation, and team-building abilities.

  • Good understanding of international development systems, donors, and best practices.

  • Ability to work under pressure in complex environments, managing multiple priorities.

  • Knowledge of International Humanitarian Law is an asset.

  • Demonstrated ability to thrive in a matrix management environment.

  • Excellent interpersonal and communication skills, with experience negotiating with armed actors and stakeholders.

Languages (Essential)

  • Fluency in written and spoken Spanish and English is required

Additional Information

  • The incumbent must be willing and able to travel at short notice and spend part of her time on the field.
