The Job:
Reporting to the Associate Director, Program Operations LAC, this position will be responsible to ensure that the regional program budget aligns with the program strategy, and ensure prudent financial management, controls, and efficient budgetary allocation and implementation, responsible for the day-to-day financial management of the LAC Program and support, including ensuring effective sub-grants financial management support and spending control.

The position will primarily work within the LAC program operations team and will be expected to collaborate with other teams in the Bogota Office and the larger organization.

The position will be based in the Center's Bogota office in a hybrid model of 3 days in-office, 2 days working from home.

Primary Responsibilities:

Budget Development and Management

  • Develop and manage the LAC program budget including forecasts and reprojections aligned to the regional strategy and workplans in close coordination with the regional team.

  • Actively contribute to the development and periodic review of the LAC program workplans and ensuring alignment of the workplan to the regional budget.

  • Perform financial tracking and reporting activities for the LAC Program, including conducting periodic analysis of partner and personnel advances and vendor/supplier bills; monitor all invoice payments, and disbursements to partner organizations; and ensure correct coding on the payment request form and/or financial systems and ensure these are posted with the correct codes according to LAC's workplan.

  • Ensure financial and compliance policies and procedures are well understood by the whole of the LAC program team (and partner organizations where relevant); accountability is clear, carrying out proper management review of financial expenditure for the Program.

  • Track lobbying costs for LAC program teams and report on them accurately and support the Associate Director, Program Operations in review of the LAC-component of monthly and quarterly institutional lobbying report reviews.

  • Ensure timely submission of activity accountability reports and Concur reports by LAC program staff.

Internal control - ensuring that funds are used as intended:

  • Provide financial analyses to the Associate Director, Program Operations for strategic decision making around deployment of financial resources extending to all key activities of the region: grant management, logistics, operations, strategic issues, and financial risks and requirements for program and geographical expansion.

    This includes preparing reports to guide the LAC leadership in decision-making, including quarterly budget and sub-grant status reports (internal sub-grants management and risk reports and any other documents or reports that may be requested) to inform ongoing oversight and management of regional budgets and sub-grants
  • Support the regional program financial oversight and risk management, including ensuring functional risk tracking and management tools on all aspects of regional program financial management.

  • Review budgeted to actual expenditures monthly to ensure that spending is in line with budget allocations; expenditure approvals are provided for all expenditures and lead corrective action measures when needed, including processing expense reclasses.

Program Partnerships Financial Management:

  • Work with the LAC program team to support partnership management.

    This includes but is not limited to providing pre-grant partners' assessments, induction, coaching, guidance, and feedback to the Center's program partners, engagement, and managing all financial management aspects of sub-grants under the LAC Program.

    This also includes the financial aspects of partners' contracting and amendments, reporting and budget reforecasting, partner financial report review and approval, audits, and financial management-focused capacity building.

  • Ensure the timely and accurate preparation of donor financial reports and ensure that all financial reporting and other financial compliance requirements are met.

  • Responsible for performing and monitoring the steps outlined in the Grant Life Cycle system assigned to regional finance point person.

  • Maintain a database of all LAC sub-grants, including funding applications, pre-grant assessments, partnership agreements, progress reports, monitoring reports, sub-grant disbursements, audit reports, and close-out documents.

  • Partner with the LAC Associate Director, Programs Operations, Program Manager and technical leads to develop LACproposal budgets.

  • Take lead on all LAC-assigned aspects of project and program related audits and ensure compliance and follow through on audit related issues.

Financial Systems Management:

  • Ensure that processes and tools for efficient program finance management, including sub-grant management, monitoring, and reporting, are put in place and use and that they are in line with applicable Center and/or donor standards.

  • Participate in Center-wide cross-organizational teams working to optimize program management, grants reporting, partnerships management, accounting and compliance functions.

  • Contribute to gaps identification and continuous improvement of LAC-specific, divisional and center-wide finance and compliance systems, processes and tools.

  • Oversee all LAC program procurement processes, including ensuring awareness and consistent application of the Center and/or donor procurement requirements and providing continuous capacity-strengthening support on procurement matters to the LAC program team.

Requirements

  • :A bachelor's degree in finance, business administration, government and international relations is required
  • .Professional certification in financial management, project management, procurement or other courses related to non-profits budget and financial management and professional qualification in accounting, CPA, ACCA, or equivalent will be a significant advantage
  • .A minimum of 8+ years of professional experience in developing, managing, and analyzing large and complex program budgets, sub-grants management, and other relevant aspects of program financial management at a comparable International Organization, Non-Governmental Organization, Donor Agency, or Embassy is required
  • .Proficiency in Excel is required
  • .Experience working with computerized accounting systems is a plus
  • .Must have strong interpersonal skills and maintain effective working relationships with Center staff as well as other personnel
  • .Strategic leadership skills in budgeting, financial planning, and forecasting
  • .Excellent written and verbal communication skills: interpersonal, especially the ability to adapt financial and accounting professional know-how to Donor and grant funding requirements
  • .Tenacity and drive with the ability to work with strict deadlines and adapt to a fast-paced, dynamic work environment
  • .Excellent at dealing with issues proactively and in a timely manner and avoiding backlog and delays in program work plans
  • .Possess excellent orientation to detail and data analytics skills necessary to handle and collate detailed financial data requirements by donors while also adhering to the internal Center for Reproductive Rights accounting and reporting standards
  • .Able to provide guidance to LAC leaders, technical managers and project teams and direct reports on financial doubts, needs and risk management; to work independently and interdependently in cross-functional work areas
