The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence.
We take action in response to emergencies and, at the same time, promote respect for international humanitarian law.
We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949.
We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence.
We direct and coordinate the international activities conducted in these situations.
Purpose
The ICT Engineer is a senior technical expert who manages and organises all ICT systems and services in his area of responsibility (AoR).
He supports the ICT Coordinator in the design, installation, and management of the ICT infrastructure and ICT Services.
Accountabilities & functional responsibilities
ICT Support Services
- Ensure the implementation, maintenance, and monitoring of the ICRC's communication infrastructure in accordance with institutional guidelines, policies, and local specificities.
- Ensure that installations and maintenance are carried out according to ICRC procedures and guidelines.
- Follow-up on assignments to new arrivals as well as receipt of any ICT materials from departing colleagues.
- Brief end-users on standard computer systems (hardware and/or software), provide technical advice and assistance with IT equipment and its use, and provide remote support when needed.
- Organize and follow up on first level support to users and other workplace services.
- Follow-up the management of incidents and escalation of such problems to other specialist level 2 or 3 support.
- Follow-up management of requests and escalation of such requests to other specialist level 2 or 3 support.
- Organize and perform monitoring of ICT facilities and report any malfunction in the shortest possible time.
- Manage day-to-day processes on the operation of ICT services of the sub-delegation and its sub-sites by ensuring good communication with the line management as well as users.
- Improve and timely communicate with the region and other engineers in the ICT ecosystem to resolve complex issues, resulting in complete and/or sustainable resolutions.
- Propose and improve ICT services solutions.
- Ensure that staff members reach the appropriate level of knowledge by designing, organizing and/or supporting relevant training plans, and remind them of information security and cybersecurity imperatives.
- Support and participate in ICT Transformative initiatives in his AoR in relation with the ICT hierarchy and other services.
- Support routine reporting of ICT activities for improved visibility and business continuity.
Implementation, Maintenance and Operation of ICT infrastructures
- Lead and/or participate in the installation of new, and/or maintenance of existing, ICT infrastructures in the sites within the AoR.
- Follow-up ICT projects in the defined AoR, in coordination with the ICT Coordinator / Head of Region and other services.
- Organize and supervise information technology, radio communication, telecommunication, and satellite equipment support to provide a high level of service.
- Keep telecom and computer networks at optimum performance in line with policies and contingencies in place.
- Lead and/or contribute to technical documentation with routine revisions in line with infrastructure and service evolutions.
- Provide assurance of technology consistency between all sites.
- Update delegation technology documentation to align with institutional standards.
- Increase internal control over the quality of the technology work of team members.
- Increase follow-up on projects with a standardized local technology architecture framework for a repeatable project approach.
- Strengthen leadership in the implementation of new technologies available at ICRC.
- Aligns to Telecom L3 deliverables.
ICT Administration and Logistics Responsibilities
- Ensure proper management of ICT equipment including Telecom and routine inventory updates.
- Provide inputs related to Infrastructure and Telecom to the ICT Coordinator for annual budget exercise.
- Manage inventory by monitoring databases and performing regular physical checks with monthly reporting and stock status.
- Allocate equipment efficiently, considering user needs and ICRC policies.
- Track equipment assignments, ship equipment, and track shipments to and from other ICRC sites.
- Order parts, equipment, and tools, locally or in Geneva, according to established procedures and in collaboration with administration and logistics.
- Communicate with suppliers and service providers in line with local procedures.

Certifications / Education required
- Post-graduate degree in Telecommunications, electronics, computer science, or related field.
- ICT management certification (ITIL).
- Certification in project management an asset.
- Deep knowledge of ICT technical layer: LAN, WAN, Servers, Unified Communication, Satphones, Radio, Satellite Connectivity, and Workplace services.
- Understanding ICT Administrative layer: Documentations, Inventory Management, etc.
- Ability to work in a team and organize ICT team functions.
- Proven ability to train others according to ICT procedures and standards, so that they are autonomous in managing ICT operations.
- Knowledge about the financial, supply chain process and other usual ICT processes is a plus.
- Understanding specific thematic (cybersecurity, transformative initiatives, information management) is a plus.
- Excellent command of English.
