The purpose of this assignment is to support UNICEF Armenia CO – in collaboration with Ministry of Labour and Social Affairs (MoLSA) and the World Bank -in data processing and analysis for the vulnerability assessment reform (transition to hybrid means tested model) to inform the pilot and future rollout of the reform countrywide and contribute to the monitoring framework.

Scope Of Work
The consultant will perform the following tasks:

• Conduct data processing and analysis of weighted results from the vulnerability assessment survey in collaboration with the World Bank, with a focus on imputation sizes, stop factors and related thresholds to better inform the reform piloting, monitoring and indicator framework development.
  
  
• Prepare a short report with the main findings and trends.
  
  
• Contribute to expert and technical discussions with MoLSA, UNICEF and the World Bank, as needed.

Minimum Requirements**

• Education: A Master's degree in economics, econometrics, statistics, public finance management or a related field.
  
  
• Work Experience:
• At least 5 years of experience in economic, econometric, statistical analysis,
• Experience with database design, data management, data processing and analysis.
  
  
• Relevant experience in development of analytical reports based on data to inform policies and programmes;
• Proven ability to effectively engage with a broad and diverse spectrum of professionals, including government, regional government, local communities and non-governmental partners, as well as international partners;
• Experience of working with UNICEF or other UN agencies as an asset;
• Demonstrated awareness on gender equality, child rights and equity principles, as well as ethics and integrity;
• Language Requirements: Fluency in written and spoken Armenian and English.

This position has been assessed as an elevated risk role for Child Safeguarding purposes as it is either a role with direct contact with children, a role that works directly with identifiable children's data, a safeguarding response role, or an assessed risk role.

Additional vetting and assessment for elevated risk roles in child safeguarding (potentially including additional criminal background checks) apply.
