Job description

Result of Service

Design mechanisms to verify data on the goals established in the Final Peace Agreement (FPA) regarding: the entry of land into the Land Fund, access and formalization of land (both in coordination with the National Land Agency).

Analyze progress made towards the established land goals, based on a thorough revision of Land Fund´s databases, access, and formalization´s databases, clearly distinguishing before and after 2016 Final Peace Agreement (FPA).

Identification and analysis of beneficiaries, including their geographical identification, as well as a gender analysis on land access.

Analysis of progress made and perspectives of the multipurpose cadaster.

An analysis of the perspectives and obstacles of the Agrarian Jurisdiction.

An analysis of the perspectives and obstacles of the establishment of Peasant Reserve Zones (Zonas de Reserva Campesina, ZRC).

Provide technical advice and training to regional offices regarding specific cases related to access to land and formalization issues.

Duties and Responsibilities

Based on the United Nations Verification Mission in Colombia (UNVMC) guidelines and the supervisor's indications, the Consultant will develop the following tasks: - Establish contact with the parties involved in the implementation of the Comprehensive Rural Reform (CRR) and other United Nations verification Mission in Colombia (UNVMC) counterparts for the verification exercise.

- Manage, process, and analyze information based on the interactions with counterparts and stakeholders.

- Participate in meetings and ad hoc workshops with state institutions and stakeholders.

- Analyze the progress on goals related to access to land, based on the thorough revision of Land Fund's databases, formalization's databases and the access database, clearly distinguishing before and after 2016 final Peace Agreement (FPA).

- Identify land access beneficiaries within the Comprehensive Rural Reform (CRR) framework, their geographical distribution, including an analysis of the legal measures and of the public policy involved, as well as of the gender approach.

- Provide a follow-up of the policy developments regarding the approval and establishment of the Agrarian Jurisdiction.

- Monitor and follow-up on efforts to update the cadaster including by liaising with the Augustin Codazzi National Institute (IGAC).

- Monitor and follow-up on the approval of Peasant Reserve Zones (Zonas de Reserva Campesina, ZRC) including by providing advice on specific cases.

- Participate in those meetings in which his/her inputs are required.

- Any other tasks required for the fulfillment of this ToR.

Qualifications/special skills

A first-level university degree in Political Science, Management or Development, or a related field is required.

A minimum of two years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.

Two years of experience in subjects related to the implementation of public policies, academic researches in areas such as rural development, land access and/or peace process implementation is required.

Working experience in Colombia on rural development, researches or the Colombian Final Peace Agreement is required.

Experience working on agrarian reform, access to land and rural development is required.

Working experience in the UN System, other international organizations or an oversight body on rural development is desirable.

Languages

English and French are the working languages of the United Nations Secretariat.

For this position, fluency in Spanish is required and fluency in English is desirable.

NOTE: Fluency equals a rating of fluent in all four areas (read, write, speak, understand), and knowledge of equals a rating of confident in two of the four areas.
