Background
The World Wide Fund for Nature is an independent conservation organization focused on preserving the natural world for people and wildlife.
WWF seeks to deploy an integrated sub-regional system for managing and securing its vehicle fleet across the Congo Basin sub-region.
The selected company must have branches or operational partners in all the countries concerned to ensure installation, monitoring and local maintenance.
The countries of interest include DRC, Congo-Brazzaville, Central African Republic, Gabon, and Cameroon.
The company must demonstrate ability to intervene in all countries or be established in at least three countries of the sub-region.
Services requested
The tender covers three components.
Each tenderer must submit a specific technical and financial offer for each component:
- Real-time vehicle geolocation
- Vehicle monitoring
- Monitoring and security
For each component, the bidder will provide:
- Real-time geolocation: supply, installation and configuration of GPS devices; technical platform for instant access to location data.
- Vehicle monitoring: automated collection of fuel consumption data; detailed statistical reports on trips; configurable alert system.
- Monitoring and security: built-in alarm device; technical solution for remote vehicle stop; secure alert management; goods subject to the service.
These are the WWF representations in Cameroon, DRC, Congo-Brazzaville, Central African Republic and Gabon.
An annex lists the vehicles subject to this call for tenders.
Conditions & bidder profile
- The bidder must demonstrate ability to intervene in all Congo Basin countries (DRC, Congo-Brazzaville, Central African Republic, Gabon, Cameroon) or be established in at least three countries of the sub-region.
- Maintenance and technical support must be provided locally to limit intervention times.
- Deployment will be gradual according to a validated country-by-country schedule.
- Bidder profile requirements include administrativeGood standing, at least 5 years experience in installation and monitoring of vehicle geolocation tools, available resources, and evidence of similar service experience with supporting documentation.
- A complete tax file and a letter of submission with company presentation and evidence of local presence in the sub-region (branches/partners).
- A technical solution for each component (hardware, software, connectivity, warranties).
- Separate financial offers for each service (installation, subscriptions, maintenance, after-sales service).
- Deployment schedule and operational references in the sub-region of similar services.
- User training methods and technical specifications of the requirements.
Bidders must comply with all tender document requirements; no changes or replacements may be accepted without written WWF approval.
WWF Cameroon reserves the right to verify document authenticity.
Quotation validity & submission
- Offer validity: 180 days.
- Prepare a technical offer and a financial offer with the administrative documents.
- Files must be provided in separate envelopes and exclusively electronically.
- Financial offer includes: Letter of Submission and the estimated cost of quantities for the requested services (Eliminatory).
- Technical offer includes: Administrative documents, company presentation, commercial registry or equivalent, tax compliance certificate, CNPS social security certificate, Tender Documents acknowledgement, bank domiciliation certificate, and evidence of local presence.
- Tax and social security certificates must be valid at notification of award; failure to provide within five days may result in withdrawal and re-award.
Financial & technical files
- Financial file: Certificate of non-bankruptcy < 3 months; demonstration of financial capacity (tenderer turnover growth over last 3 years).
- Technical file: Work plan describing program quality, methodology, deadlines, guarantees/after-sales services, user training plan; minimum five years of general experience with at least one relevant contract per year in 2022, 2023, 2024; certificates of good performance for references.
Please note that the administrative and financial documents correspond to the country of the main representation/General Directorate.
The guarantor of performance is the entity responsible for the contract.
WWF Cameroon reserves the right to verify authenticity of documents.
Submission of bids
- Format: Separate technical and financial offers labeled appropriately; PDF recommended.
- Elimination criteria: any bidder not meeting criteria will be excluded at opening.
- Shortlisting will be based on: Technical suitability (40%), Regional presence and capacity (20%), Overall price and per service (25%), Regional references and experiences (10%), Deadline and planning (5%).
- Prices remain valid for 365 days.
Contract terms
- Initial duration: 1 year, renewable once subject to satisfactory evaluation.
- Annex I: Number of vehicles by country (CAR 25, Cameroon 33, Gabon 8, Congo 3, Ground floor 13).
